Achim Pross became acting deputy director at the OECD’s tax centre in November 2022 after many years of service as head of the international cooperation and tax administration division.
Pross is one of the central figures in creating tax certainty, transparency and effective global cooperation on tax matters. He is also an important individual in the OECD’s work on the two-pillar solution to taxing the digital economy.
He has overseen the International Compliance Assurance Programme from its earliest days as a pilot initiative to a voluntary scheme to improve compliance and reduce uncertainty for multinational companies.
As part of his focus on dispute prevention, Pross has worked on making advance pricing agreements and mutual agreement procedures more efficient for taxpayers. Naturally, Pross’s work has shifted to the digital economy and the race is on to settle the details of pillar one as countries implement pillar two.
Since Pascal Saint-Amans has retired as director of the OECD’s tax centre, the department is undergoing a transition and many cards will be reshuffled. Pross will be a key OECD figure to watch in 2023, and his influence on international policy is set to continue.
