Since EU finance ministers reached broad agreement on the VAT in the Digital Age (ViDA) proposals at the Economic and Financial Affairs Council in June 2023, there have been months of discussions and changes at EU level on the implementation dates and scope of the ViDA reforms and e-invoicing.

The failure to agree a way forward is causing unrest for tax authorities and companies as they attempt to prepare for the implementation of new legislative agreements. The discussions revolve around the three pillars of reform under the ViDA proposals:

  • VAT reporting obligations and e-invoicing;

  • VAT treatment of the platform economy; and

  • Single EU VAT registration.
